Anonymous access not working in Zeppelin 0.9.0

The anonymous access with the shiro.ini template is not working.

How to reproduce:

Download clean installation of Zeppelin build and copy shiro.ini.template to shiro.ini. 

Uncomment:

/** = anon

Comment:

#/** = authc

Start Zeppelin, but the anonymous user can not view or create notebooks.

Starting Zeppelin without a shiro.ini is working fine for anonymous access.
