REST API: Insert / Retrieve / Move / Delete operation for paragraph

This issue is intended to fill gap between REST API and WebSocket operations.

For now we can only access notebook and paragraph to READONLY (not writing) via REST API but we can apply Insert / Retrieve / Move / Delete to paragraph via WebSocket.

Since it could interfere UI, we may want to check each operation that it is safe, and implement safe operations.
