some zeppelin-web-angular files don't have license header

The new rat plugin (0.13) is able to detect missing license in the TypeScript files, and following TS files doesn't have it, failing the build with newer version of plugin:

• zeppelin-web-angular/e2e/src/app.e2e-spec.ts
• zeppelin-web-angular/e2e/src/app.po.ts
• zeppelin-web-angular/src/app/pages/workspace/published/published.module.ts
• zeppelin-web-angular/src/app/services/shortcut.service.ts
