Don't look for py4j in NewSparkInterpreter

    Description

      py4j will be setup in SparkInterpreterLauncher, it is not necessary to do that in NewSparkInterpreter. It will cause NPE sometimes when the node launch spark interpreter doesn't have spark installed.
