StrutsUtils is not defined in validation.js

This has been reported and fixed a few times, but it is back now. 

When an s:form has validate="true" then the form-validate.ftl is supposed to include validation.js which works. That file refers to StrutsUtils which is not defined. From what I can see StrutsUtils is defined in the beginning of utils.js which is only included from the head.ftl

So if no s:head exists, the s:form generates code that does not work. Shouldn't the s:form work correctly even when an s:head is not present? 

The script file utils.js should be included in form-validate.ftl before the validation.js
