Develop a non-gui command line tool that is able to load a domains worth of contributions from the files system (A headless domain manager)

In Tuscany 2.x we are able to load contributions into individual nodes but we haven't yet ported the domain manager from 1.x that is able to consider the domain as a whole. Before we consider GUI based domain management again I'd like to see us exercise the contribution deployer and build processing from a simple domain manager program that is driven by a structured file system. Possibly with hot updates.
