Lua logging upgrade tooling

With the new logging.config, consider providing some upgrade tooling. Two options seem plausible:

1. standalone python script that reads logs_xml.config and generates the corresponding logging.config
2. Lua code that can be required into logging.config that reads the logs_xml.config and directly calls the Lua log config API.
