Add command line to disable cache storage device

For larger installations it can be very useful to be able to mark a disk drive as "failed" before ATS detects that on its own.

At some point in the future a matching ability to bring a drive back online should be added.

Usage:
traffic_line --offline <path>

where path is a path used in storage.config
