GitHub Actions fails for PullRequest Builds due to BOM auto generation

Current BOM auto generation via GitHub actions is also triggered for PR Builds. However, creating a PR for a PR does not work and the workflow fails.

Solution would be to separate between PR and Push triggered actions. The latter should do the PR creation after BOM generation. The first case does not need it.
