Remove activation from API jar

This is for consistency reasons.

As discussed in the mailing list, JavaMail is not part of the API jar because it's also an implementation and we want to being able to fix the implementation without having to change the APIs (lifecycle). Activation being also an implementation, we will yank it from the API jar.
