Python generated "Service-remote" cannot handle binary arguments

    Description

      Python generated "Service-remote" treats binary arguments as strings. This doesn't work in Python 3. We should introduce default encoding. Similar issue https://issues.apache.org/jira/browse/THRIFT-4920?jql=project%20%3D%20THRIFT%20AND%20component%20%3D%20%22Python%20-%20Compiler%22
