C++ to_string and ostream operator not always generated

If a thrift file only contains an enum then the c++ source file "*_types.cpp" are not created. This means that the predefined to_string and ostream operator << methods do not have an implementation.

I suspect that this bug was introduced by https://github.com/apache/thrift/pull/2095
