Add Erlang to cross test

Erlang library has test_client.erl and test_thrift_server but they were not included to tests.json.

Because I needed an additional application directory for test apps, I reused test/erl.
So I moved unit tests that has been wrongly residing there to lib/erl/test and accompanying *.thrift files.

Other changes:

• Adjust parse_args functions so that cross test apps accept standard args (e.g. --port=9999)
• Fix testInsanity and testException handlers
• Add testBool handler
• Enable client testInsanity
