Test failures in TestTaskAttempt and TestAMContainerMap

The tests initialize a mocked appcontext and do not set up the conf which causes NPE in the tests. Typically DagAppMaster initializes the context with the conf and I think this is a test initialization problem as now we need the conf for looking up the service id.
