Row deletes should cover writes at the same timestamp

Currently the row delete tracking only matches writes at an earlier timestamp than the delete marker itself. This is inconsistent with how normal HBase row deletes work. For HBase row deletes, the delete tombstone will mask all writes at an equal or earlier timestamp. We should be consistent with this behavior.
