Create tar-ball with directory name matching project name

tarball is created using the name of the directory the project is cloned to. So if that's different from the project name, it uses that name, e.g.:

$ git clone https://github.com/apache/incubator-trafficcontrol workspace

Instead, should explicitly use the project name.
