LinkSubmit should render minimally (and as <span> tag) and then fill in the details on the client

Currently, a LinkSubmit renders an <a> tag, and has to write a verbose, literal onclick handler. If it rendered as a <span> and was transformed into an <a> at runtime, that would not be necessary.
