Enable SVN AuthZ parsing to emit Warning messages

    Description

      It would really help if, when parsing the SVN AuthZ file, warnings could be emitted for various types of issues that are not really errors but could point to a mistake.

      Examples:

      1. Group definition with no accounts
      2. Reference to an undefined group
