Ability to disable registering security providers using system property

Karaf (4.1.5) have some issues with starting SshServer when have installed BC libs . We try to disable registering security provider using -Dorg.apache.sshd.registerBouncyCastle=false -Dorg.apache.sshd.security.provider.BC.enabled=false but it turned out the BouncyCastleSecurityProviderRegistrar doesn't check system variables.
