Update plugin versions in Maven build and centralize versions

A minor cleanup before the next release: let's update the versions of build plugins used to the latest version while also pulling version management up into the parent, centrally. This only affects plugins and not the build result. Hopefully we'll pick up some tiny fixes along the way.
