Migrate jetty 9 to jetty 10

Jetty 12 supports JakartaEE 8/JakartaEE 9/JakartaEE 10 simultaneously. But the version span is quite large, need to read the documentation in detail, not sure if it can be completed within the 4.0 cycle, so it's set to low priority.
