Introducing a Protobuf serializer for UI data on KV store

Introducing Protobuf serializer for KV store, which is 3 times as fast as the default serializer according to end-to-end benchmark against RocksDB.

To move fast and make review easier, the first PR will cover the class `JobDataWrapper` only.
