Expose PeriodicCheckpointer/PeriodicRDDCheckpointer/PeriodicGraphCheckpointer to public for reusability

Currently, the PeriodicCheckpointer, PeriodicRDDCheckpointer and the PeriodicGraphCheckpointer are all private classes. It would help customers' fine grained management on RDD persistency/checkpoint lifecycle by exposing all these classes to public.
