NPE in ExecutorPodsSnapshot

Currently the test (finishedExecutorWithRunningSidecar in test utils depends on nulls matching) passes because we match the null on the container state string. To fix this label both the statuses and ensure the ExecutorPodSnapshot starts with the default config to match.
