Support snapshot/restore of KVStore

This issue tracks the effort of supporting snapshot/restore from/to KVStore.

Note that this issue will not touch current behavior - following issue will leverage the output of this issue. This is to reduce the size of each PR.

This will not be guaranteeing any compatibility on snapshot - it means this issue must have an approach to determine whether the snapshot is compatible with current version of SHS.
