include sbin subdirectory in pyspark

At present, the `sbin` subdirectory is not included in Pyspark. This seems to be unintentional, and it makes e.g. the discussion at https://spark.apache.org/docs/latest/monitoring.html confusing. In fact, the sbin directory can be downloaded manually into the pyspark directory, but it would be nice if it were included automatically.
