New Collection Action RESHARD

This would redistribute the replicas among other nodes so that the no:of replicas in each node is more or less same

This command would identify the new set of ranges as if the collection is being created today with these many shards. Once the ranges are identified, A sequence of SPLITSHARD and MERGESHARD commands are issued
