ZkStateReader waitForState should check clusterState before using watchers

    Description

      ZkStateReader waitForState creates watchers for any waiting for state. Instead if there is an existing clusterState it should be checked before creating expensive watchers. This improves delete by id/delete by query that ended up locking to create watchers multiple times due to SOLR-13833
