Expose collection creation time from COLSTATUS and CLUSTERSTATUS APIs

    Description

      The COLSTATUS (collection status) admin API does not return the creation time of the collection, which is interesting/useful for diagnostics. This information exists already by virtue of ZooKeeper having a "ctime" metadata in each node. I propose that it be exposed.
