OTEL tracer additional tags

In SOLR-16532 we added the opentelemetry module with support for OTEL tracing.

Out of the box it adds somewhat limited set of tags, see screenshot. I propose to add net.host.name and net.host.port tags by default.

Also, document the OTEL_RESOURCE_ATTRIBUTES var by which end users can add additional custom tags to the trace.
