Add syncLevel configuration option to the reference guide

SOLR-3749 introduced an option for solrconfig.xml to be able configure the syncLevel but this does not appear in the ref guide here: https://solr.apache.org/guide/solr/latest/configuration-guide/commits-transaction-logs.html#transaction-log

I think we should list it as a possible configuration setting.
