Description
I propose that the SQLHandler (/sql) move to its own contrib module instead of being embedded in Solr-core. I think contribs (aka modules, eventually packages) are a good place for Solr functionality that has a fair number of dependencies and/or has some security risks. It also makes Solr leaner and it shrinks the set of possible dependency conflicts between modules that no longer need to standardize on one Jar version (e.g. protobuf).
