Remove dead, unused log rotation code from SolrCLI

When starting Solr with bin/solr, there is support for setting SOLR_LOG_PRESTART_ROTATION=true in order to clean up and rotate logs prior to starting Solr. This is not needed anymore since both the main solr.log and GC logs are now rotated natively.

Propose to remove this (dead) code.
