Remove withCollection leftovers

withCollection (placement of replicas on nodes used by another collection, supported by the removed Autoscaling framework) should be implemented by placement plugins if needed and does not need any specific support in the rest of Solr code.

This Jira is for removing all traces of withCollection related to replica placement from Solr code.
