Add API support to add/edit issuers for JWT Auth

In https://lucene.apache.org/solr/guide/8_4/jwt-authentication-plugin.html#editing-jwt-authentication-plugin-configuration we document that:

There is currently no support for adding multiple token issuers though REST API

This issue will take care of adding such support.
