Autoscaling simulation framework should stop using /clusterstate.json

Spin-off from SOLR-12823.

In theory the simulation framework doesn't actually use this file, but SimClusterStateProvider relies on its versioning to keep its internal data structures in sync. This should be changed to use individual DocCollection / state.json znodeVersion instead.
