Allow BackupManager to provide metadata about collection backups

Currently Solr allows calls to collections API to trigger a backup and restore for a single collection.  I want to propose enhancing the BackupManager to provide metadata about the existing backups and details (timestamps, size, names) available to clients. 

The reduces clients relying on local databases or knowing details about solr storage of backups and seems to be not to complex to implement.
