Add robust flag to movingMAD Stream Evaluation

Currently the movingMAD Stream Evaluator computes a moving mean absolute deviation for a time series. This ticket will add a named parameter called "robust" which will calculate a moving median absolute deviation. This will be useful for time series anomaly detection use cases.
