Update CREATEALIAS to support new parameters for category routed aliases

Both V1 and V2 versions of CREATEALIAS api commands need to:

1. Accept 'category' as a value for router.name
2. Accept router.maxCardinality to place a limit on the total number of collections that can be created (maybe required?) - must be an integer
3. Accept router.mustMatch to provide pattern matching for valid data and reject requests that would create an undesired collection (optional) - must be a valid regular expression
