Improve test framework within Solr to randomize cdcr usage

We identified multiple issues in cdcr recently as Cdcr tests are written separately / separate module than the other components and changing behavior in one component affects Cdcr usage.

Here we try to introduce randomization of CdcrUpdateLog and UpdateLog in underlying testframework to identify and fix components respectively.
