Refactor Policy framework to let state changes to be applied to all nodes

The framework assumes that all variables will change the values in the same node only. that doesn't have to be the case.

for instance  , when a replica for a given shard is a added to a node, it actually increases the search rate in that node and decrease the search rate on other nodes that host the same shard.
