Do not wait in case of journal not seeded

Currently we wait up to 60s until the queues are seeded. As the UI accesses the queues this means the UI appears to be down.

This can even affect page rendering as this also seems to access the queues.

Returning an empty queue is not an option as it might signal to the user that all packages have been processed. 

So we have to throw an exception.
