assertTopic does not work with Azure Event Hubs

There is one remaining issue with the Azure Event Hubs support. 

The assetTopic method does not work correctly even if the topic exists. During my evaluation of Event Hubs I was not able to dig more into it. So I removed the assert code when did a demo. 

For actual usage of Azure Event Hubs we either need a config to switch off topic assertions or we need to solve how to check topics with event hubs.
