Configure continous event polling using exclusively the rule string

ReplicateOnQueueEventRule can trigger POLL requests by using server side events from a remote endpoint. Initially it obtained the configuration by inspecting the configuration of a transport handler. However that introduced a tight coupling just for obtaining some pieces of configuration which can be provided directly to the rule.
