Emit content distribution metrics per action type

This change is related to the addition of the new INVALIDATE action to create cache invalidation distribution requests, as described in:

• https://issues.apache.org/jira/browse/SLING-10585

We want to improve the observability of the content distribution requests by emitting metrics per action type, which can have the following values:

• ADD
• DELETE
• INVALIDATE
