    Description

      REEF.NET has many APIs marked as public that really shouldn't be. The main reason for that is such that REEF itself can freely call those APIs. Instead, we should move all of those internal APIs to the REEF.Common project and mark them as internal. In turn, the other projects need to be declared friends with REEF.Common such that they still have access.

      This JIRA is for the latter of these steps.
