When launched via REEFEnvironment, Driver does not receive heartbeats from Evaluators

    Description

      When launched via REEFEnvironment and local runtime, Driver does not receive heartbeats and other messages from Evaluators.

      That currently blocks a number of unit tests in REEFEnvironmentFailDriverTest.

      The bug can also be reproduced via HelloREEFEnvironment in reef-examples
