Improve readability of code and logs in REEF launcher

Clean up the code and improve logging in REEF Launcher and around:

• Improve existing and add missing Javadoc comments;
• Clean up the code and make it prettier and more readable;
• Review the log and error messages and make log messages more readable and searchable.
