Enable JDK 11 and 17 builds on GitHub PRs and merges to master

For modules which have a compile time requirement of JDK 11, 17 (for eg: trino), this Jira tracks the work for enabling jdk11 and jdk17 maven build whenever there is a code change raised via GitHub PRs or merges to master occur.
