[cpp] add messaging_handler::add on_connection_start()

Add messaging_handler::on_connection_start() to be called once before any protocol exchanges for the connection have take place. This can be used for per-connection set-up including pipelined opens of sessions and links to be sent with the initial OPEN frame.

This was added and then removed due to binary compatibility issues, see PROTON-1959
